In a small bowl, sprinkle unflavored gelatin over ½ cup cold water. Let bloom for 5 minutes. To the bloomed gelatin add ¼ cup of warm water and whisk until fully dissolved. Whisk in sweetened condensed milk and mix until smooth.

Let the mixture cool for 10 minutes (so it won’t melt the red layer), then gently pour over the set red layer to fill each cup to about ⅔ full. Chill 60–90 minutes, until set.
Make the red layer (strawberry)

In a bowl, dissolve strawberry Jell-O in 1 cup boiling water. Stir for 2 minutes. Stir in ¾ cup cold water, then gently pour over the set white layer, filling close to the top.

Chill for 2 hours, or until fully set.
To Finish

To a bowl; add heavy cream and powdered sugar. Whisk until stiff peaks. Transfer it to a piping bag.
